Pain Treatments that "Do No Harm"
Biotape for
Chronic Pain: Fraud, Scam,
Placebo, or Miracle?
A United States District Court judgment would have
people believe that Biotape is not “supported by reliable
medical evidence” and is therefore a fraud and a scam. My experience from
more than 18,000 documented treatments for pain and the testimony
of the expert medical witnesses that I could have called were not heard.
Such a one-sided judgment is a mockery of justice.
One hundred percent of the doctors (including neurology
pain specialists, neurologists, neurosurgeons, anesthesiologists, orthopedic
surgeons, osteopaths, chiropractors, naturopaths, and dentists) that
have allowed us to demonstrate pain relief using Biotape and Auricular
Therapy on a number of chronic pain patients will testify that we can
help even the most difficult intractable pain. All of the above doctors
would sign sworn, notarized affidavits under penalty of perjury that Biotape
does in fact relieve pain and that Biotape is more than a placebo.
Do you know a health care practitioner that would
like to learn our state of the art methods of healing pain? What we offer
is not a more aggressive way of suppressing the pain signal with injurious
drugs but a totally harmless method of correcting the underlying cause
of pain (see Footnote). It is a 180 degree change from the practice of “pain
management” in modern medicine. Thousands of people, without ever seeing
us, would testify that Biotape gave them dramatic relief from pain.

A United States District Court fined me $87,982.19
for making what they say were “unsubstantiated and unproven medical claims”
for Biotape. My fine has now been turned over to the United States
Treasury for collection with a demand that I now pay a sum of $112,617.20.
This is more than seven times what I received from the total gross sales
of Biotape in the infomercial.
The FTC, FDA, and pharmaceutical companies that sell
$50 billion dollars worth of pain medications in the world each year do
not believe or do not want you to know there is a better way
to relieve pain. Even though the judgment stopped me from selling Biotape,
sales by an independent company (See: www.biotape.net ) have still increased
without any advertising and without even stating what Biotape is
for. The FTC judgment prevents them from doing so. You can help by
sending this news release to people on your mailing list, by telling others
about Biotape, and by telling your doctor or health care professional.

unproven and unsubstantiated medical claims for the product Biotape.)
Dear Department of the Treasury,
I respectfully dispute the above debt because:
1. I was denied my constitutional rights and convicted
without being heard by a judge or jury. See: www.healpain.net/articles/DictJudg.html
2. In an arbitration hearing in Los Angeles we were
verbally assured by an FTC attorney (Laura Sullivan?) that there would
be no financial penalty assessed against us.
3. We did everything we could at that time to comply
with FTC law regarding medical claims. We provided copies of all our literature
with appropriate disclaimers and asked the FTC attorneys to tell us where
we were not in compliance. Then in July 2007, we were informed
by FTC attorney Edward Glennon that no matter what we did we would not
be in compliance. I object on the grounds that this decision was arbitrary
and capricious. The right to make such a decision was not granted by any
court.
4. On August 3, 2007 we were served papers stating
that we owed a debt of $87,982.19. I dispute that debt for the following
reasons. I received only one sixth of that amount for the sale of Biotape
(the product in question) from the infomercial which the judgment was based
on.
5. On February 5, 2008, I received a letter dated
January 31, 2008 stating that I now owe $112,617.20 that must be paid
immediately (within 10 days from the date of the letter). There is a
law against sending threatening letters to collect debts. Could anything
be more threatening than having a debt go from $87,982.19 to $112,617.20
in 6 months? That represents a 56% a year annual increase on the
unpaid balance. Credit card companies would not be allowed to charge such
interest rates. Should our government be allowed to do so?
6. I dispute the debt because in the judgment
rendered, not one person claimed they were defrauded, not one person
claimed that Biotape failed to relieve their pain, and
not one person claimed they were harmed. See: Article 2 “The Miracle of Biotape” at www.healpain.net
7. I dispute the debt because not one
cent is going to those who were supposedly defrauded or harmed.
The entire debt is to be paid to the United States Treasury. Did I defraud
the Treasury? Did I in any way harm the government?
8. I dispute the debt because the complaint
against me caused a substantial financial loss. The FTC made false and
misleading charges against me. Everyone (estimated by web hit counters
to be more than 62,000 people) that was searching for pain relief on
the internet were led by the FTC complaint (still on the internet) to
believe that Biotape is nothing but a scam and that there is no
evidence that Biotape can relieve pain. The evidence I give, from
more than 18,000 documented clinical treatments, is that Biotape
does relieve pain, estimated by medical doctors to be effective 80% or more
of the time (much higher than could be attributed to a placebo). See: Article

After receiving the complaint by the FTC, I went to New Zealand at considerable
expense to do a double-blind placebo controlled study with Sir Thomas
Davis, MD, former Harvard Medical School professor, NASA Space Surgeon,
knighted by the queen of England for his work in medicine, and known as
the “Father of Double-Blind Studies.”
The New Zealand Trade Commission read the FTC complaint
against me on the internet and went on national television and in newspapers
warning people not to take part in the study. The complaint made it
impossible to do the study which the FTC claims I must do. We were served
papers stating that if we sold Biotape in New Zealand, we could

file a case in our behalf against the Federal Trade Commission?
Note: This paragraph was not in this letter to the treasury which they ignored.
We were informed in a letter dated 2-18-08 that the debt with increasing
interest has now been turned over to a private collection agency. On 3-26-08
we were informed that they would take the debt out of my Social Security.)
9. I dispute the debt because the evidence I
present for Biotape is the same as the evidence for many medical
practices by medical doctors that are also only anecdotal. See: Article

government agency reported that, “Only 10 to 20 percent of all procedures
currently used in medical practice have been shown to be efficacious
by controlled trial. Therefore, 80% to 90% of medical procedures routinely
performed are unproven.” I have harmed no one. Can spinal surgeons or
doctors who prescribe drugs say the same thing? It seems a lot safer
for doctors to prescribe pain medications, all of which can lead to death,
than to eliminate pain with a harmless treatment that challenges tradition.

10. I dispute the debt because it was my first
offense. Even though every word I spoke was totally true (to the best
of my knowledge), I unknowingly broke the law regarding medical claims.
As soon as I learned this, I immediately stopped making such claims and
made appropriate changes on all literature and advertising. If I committed
a crime, it was not a crime of moral turpitude such as theft, forgery, fraud,
or perjury, wherein someone knowingly commits a criminal act.
11. My motivation came from a desire to help
people who are suffering. Because not one person claimed to be defrauded,
it would be difficult to show any other motive.
12. and 13. (These two points were financial disclosures
that I made to the Treasury Department.)
14. I dispute the debt because I have as much and
exactly the same kind of evidence to support what I do for pain as spinal
surgeons have to support decompression back surgery. Imagine if
spinal surgeons were forced to stop doing surgery, fined six times as
much as their gross earnings from doing surgery, had the fine increased
4.75% a month (56% a year) for not paying the fine, then given 5 days
to pay the fine “immediately to avoid further collection action and
penalties” (because their surgery is also supported only by anecdotal

Let me come to Alabama and relieve the pain of any
number of people you know or love, to show that I am not a fraud, to show
that without drugs or surgery I can eliminate pain medical doctors cannot
help, to show that I have not been operating a scam just to make money,
and to demonstrate that I have truly made a history changing discovery
about the underlying cause of pain.

Footnote:
It is difficult to believe, but the underlying cause
and physiology of pain is unknown to western medicine. When no one
knows what pain is, then no one can legally claim to “heal” pain, but only
“manage” it. The underlying cause
of pain is broken, cut, or suppressed endogenous electrical signals between
cells. Pain is healed when the body reconnects
the broken circuits. This is the way the body heals pain and the only way
we can heal pain; by helping the body to reconnect the broken circuits that
are the cause of pain. Doing this, is a 180 degree, total, paradigm change,
from blocking, masking, or shutting off the pain signal with drugs; all
of which are harmful. The American Heart Association recently stated that
no pain medications should be used because they can all lead
to heart attacks, stroke, and death. Using pain medication
for pain is treating the symptom not the cause. See: Article 1

Addendum
I made two preposterous claims in the above newsletter:

The following letter from a mother validates both
claims:

Hello my name is Naomi Leon. I reside in Chicago IL.
I have a daughter, she is 12 years old. About four years ago she started
with severe pain in her knees there was tenderness and swelling with
it. The pain progressed to her ankles, her wrist, her elbows and shoulders.
We have been to many different specialists. They say it is not arthritis.
They have tested her for every sickness and illness known to man kind.
Her pain in her legs and hand have all left her because of Physical Therapy,
but now her pain is all up and down her spine. She
has been on pain medications for four years now. I took her out to the Mayo Clinic, They ran every test
they could think of, and they found nothing. They said that she has
chronic pain but they do not know what causes chronic pain.
I took her out in August of 2007. She has had this pain in her spine
ever since. It eases up but does not actually go away. She has
lived this way for a little over a year now and takes pain medication
up to three times every day. I looked up what is chronic pain and I came
across your book Pain Free for Life. I took her to see a nutritionist.
They are detoxifying her body, gave her a liver cleanse and took her off
her medications. She’s on a nutrition diet and drinking lots of water.
As I was reading your book, I came across Biotape as I am learning what
chronic pain is. I am wondering if this would help my daughter. I need
to know if there a licensed doctor who is dedicated to this type of illness
in Chicago, Illinois that you can refer me to. Like I said before she is
seeing a nutritionist. She is taking now cod liver oil. She
has been off her medication for two weeks. I have been following your
directions in the book. Her pain is now more severe. I don't know
if it is because she has been off her medication. If you have any suggestions
or someone you can refer me to it would be greatly appreciated. As I read
your book I realized that everything in your book refers to her and how
she has been feeling. The nutritionist she is seeing says she is chronically
ill and has much inflammation. This is why she is taking cod liver oil.
We are hoping and praying that this will work. Thank you very much for your
book it has been a revelation for me and my family.

Dear Mr. Stoddard,
I just wanted to take this time to thank you for your advice. When you
responded to my e-mail I have to say it touched my heart to hear that
you would come to Chicago and treat her yourself. By the way her name
is Joceline. You can call her Josie. Friday
night the 7th of March Josie came home from school with a lot of pain in
her spine as usual; so I went ahead and taped banana peals on her spine.
To my astonishment it worked. In less than 15 minuets all her pain had left
her spine for the first time in over a year she went to bed with no pain
in her spine and woke up Saturday with no pain. I was amazingly surprised
and shocked but overwhelmed with joy. I went ahead and ordered the Biotape.
I will be looking forward to speaking with you when it comes in. Once again
I thank you and Josie thanks you. We have been praying for a very long time
for God to heal her pain or send someone who can help us. I believe
that God has guided me to you. I also believe that God has gifted you with
the ability to teach others about natural medicine. I thank you very much
